Question of: Religious Freedom

Submitted by: Venezuela

Citing article 18 of the UDHR: "Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom [...] to manifest his religion or belief in teaching, practice, worship and observance",

Defining religious freedoms as the rights of any human to practise their religion without interference and the illegality of any discrimination against any human due to their religion,

Reminds that freedom of religion also includes a person's right to not follow a religion, or to leave a religion, or change their religion at any time,

Further defining a religion as any spiritual or theistic organisation with over 10,000 followers worldwide,

Denying that religious freedoms have any direct link to terrorist actions,

Aware of the ability for religious ideas to cross national boundaries through the spread of missionaries,

Deploring religions in which the fundamental right to withdraw from a religion is denied or in which converts are forcibly recruited,

  1. Insists that each nation passes its own laws for Religious Freedom, in line with the UDHR and the 1981 "Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief.";
  2. Asks the national judicial systems of all nations to hold clergy responsible for breaches of these human rights;
  3. Calls for the international regulation of those who wish to recruit converts to their religion through a body named the Missionary Regulatory Institute (MRI);
  4. Permits the MRI to;
    1. hold a record of every missionary in the world,
    2. receive reports from these missionaries detailing the number of conversions or attempted conversions per month and the methods used in this process,
    3. deal with complaints made against missionaries, to include the administration of fines,
    4. prosecute missionaries who have broken their converts' human rights through the agressive use of conversion techniques,
  5. Calls upon the International Criminal Court to pursue and prosecute missionaries who do not register with the MRI within the next two years,
  6. Trusts that religions deemed to be "good" by the people will still collect supporters naturally.
