Question of: Effective Waste Disposal

Submitted by: Brunei

Noting with regret that levels of mercury within our seas have severely risen due to excess waste from industrial emissions,

Accepts with great derision the western outlook on surplus packaging and food and its negative viewpoint towards reusing and recycling these materials,

Considering that many countries have created domestic recycling schemes in order to reduce landfill waste,

Stressing that there is a number of problems which must be addressed with regards to landfill,

Deploring the processes of landfill and its resulting pollutants and the threats resulting in the loss of biodiversity,

Cognizant of the fact that more than five million people die each year from diseases related to inadequate waste disposal systems,

Concerned that industrialized countries generate more than 90 per cent of the world's annual total of some 325-375 million tons of toxic and hazardous waste,

  1. Urges that a law should be implemented creating a minimum amount of recycling per year per capita within both developing and developed countries;
  2. Respectfully proposes the construction of a “landfill island” similar to the one in Singapore (the island Semakua) the construction of which will require;
    1. the creation of a flood defence system creating an area at sea suitable for landfill,
    2. extracting all safely flammable non recyclable waste from contributing nations to create a construction material top use as landfill,
    3. the combustion of the remaining materials leaving mineral rich constituents,
    4. the placement of the mineral rich products inside a constructed wall,
    5. the construction of a city/cities on top of the island,
  3. Declares accordingly that several steps should be implemented to reduce waste disposal;
    1. all states should reduce their landfill by at least 20% by 2050,
    2. all states should capture some landfill gas for electricity generation,
  4. Believes that waste materials that are organic in nature (such as plant material, food scraps, and paper products) should be recycled using biological composting and digestion processes to decompose the organic matter.
