Question of: Child Soldiers

Submitted by: Angola

Defining a child soldier as any boy or girl under the age of 16 who has joined an armed group either by choice or by force,

Noting with moderate satisfaction that many countries have already ratified the "UN Convention on the Rights of the Child" with regards to the involvement of children in armed conflict which has helped to protect children from being recruited and used as soldiers in armed conflict,

Admits to having used child soldiers in the Angolan Civil War,

Fully aware of the brutality of the use of armed soldiers,

Deeply disturbed by reports that children as young as eight years of age have been recruited by government-backed paramilitary groups,

Outraged that 300,000 children under the age of 16 are involved either directly or indirectly in armed combat,

Aware that it is often rebel groups, not just government-backed groups, that are involved in child soldier slavery,

  1. Encourages all governments that have not signed the optional protocol to ratify or draw up their own resolution on the topic of child soldiers;
  2. Reminds all countries that the employment of children as soldiers is a violation of the international agreement on the rights of the child;
  3. Invites all member stats to actively work on measures to bring an end to the serious issue of the 300,000 child soldiers in the world;
  4. Recognises the economic and social pressures which force some children to join armed military groups;
  5. Urges the UN to provide funds for those areas worst affected in poverty and death of parents;
  6. Suggests that these funds be used to educate and provide refuge for those children who have been used as child soldiers;
  7. Further suggests that export licenses be required from nations which export small arms to internationally recognised areas in which the use of soldiers is commonplace.
